This document provides the legal and operational framework regulating its issuance, use, limitations, and obligations of the holder.

2. Legal Status of the Document

2.1 The APW Diplomatic Passport is an institutional identity document issued under the authority of the APW Executive Council.
2.2 The document does not constitute a national passport, nor does it grant citizenship, residency rights, or any form of legal status under the domestic laws of any state.
2.3 The APW Diplomatic Passport does not substitute the holder’s national passport and may not be used as a primary travel document for border control or immigration purposes.

3. Purpose and Scope of Use

3.1 The APW Diplomatic Passport serves as evidence of the bearer’s affiliation with APW and their mandate to participate in recognized diplomatic, humanitarian, peace, and development missions on behalf of the organization.
3.2 It may be presented as a form of identification at summits, conferences, high-level engagements, official delegations, and other events where APW is formally represented.
3.3 The document may facilitate the recognition of APW officials during multilateral engagements but confers no automatic privileges, immunities, or visa exemptions unless expressly granted by the receiving state.

4. Restrictions and Limitations

4.1 The APW Diplomatic Passport cannot be used for visa applications, international travel clearance, or entry into any country.
4.2 Holders are required to travel with a valid national passport and comply fully with all immigration and visa regulations imposed by receiving states.
4.3 Any attempt to use the APW Diplomatic Passport as a national travel document, proof of citizenship, or visa substitute is strictly prohibited and may result in immediate withdrawal of the credential.

5. Eligibility and Issuance

5.1 The APW Diplomatic Passport may only be issued to individuals who:
Hold senior leadership positions within APW;
Serve as recognized APW diplomats, special envoys, or high-ranking representatives;
Are assigned to official APW missions requiring formal organizational identification.
5.2 The issuance is approved solely by the APW Executive Council or an authorized issuing authority designated by the Council.
5.3 Each passport remains the property of APW and may be revoked at any time for misuse, misconduct, or termination of the holder’s official assignment.

6. Responsibilities and Obligations of the Holder

6.1 Holders must protect the document from loss, theft, damage, or unauthorized use.
6.2 In the event of loss or misuse, the holder must notify APW immediately for appropriate administrative action.

6.4 Holders must conduct themselves in a manner that reflects the values, dignity, and international standing of APW at all times.

7. Additional APW Identification Instruments

7.2 These documents shall not supersede immigration laws or replace the requirement for a valid national passport during international travel.

8. Long-Term Organizational Vision

8.1 The APW Diplomatic Passport forms part of a broader strategic initiative to enhance institutional identity, strengthen global collaboration, and support APW’s mandate of promoting peace, humanitarian service, and cooperation among peoples of the world.

On October 5, 2025, a major exhibition was held in the capital of the Czech Republic, Prague, within the framework of the project “Repatriation of Refugees to Their Homeland: The European Experience,” organized by the International Center for Diaspora (IDC) with the financial support of the State Agency for Support to Non-Governmental Organizations of the Republic of Azerbaijan. The event took place at Křížovnické Square (“Cross Square”), located in the very heart of the city.

According to bdmxeber.az, Ismayil Aghayev, President of the International Center for Diaspora, stated that the main goal of the exhibition was to present to the international community historical documents and facts related to deportation, as well as to provide extensive information on acts of vandalism and attacks on cultural heritage to the residents of Prague and tourists visiting the city. He emphasized that the key purpose of the project is to study the European experience in the repatriation of refugees, to protect their rights, and to prepare proposals for solving the problems they face in their countries of residence.
